What is the cheapest prepaid plot I can get to make international calls to the UAE?

I have an at&t prepaid cell phone..i want to call my friend who lives in another country but it charges me 28 cents per minute which is way too much, i can’t afford it…so i was wondering if there was an simpler way? i heard of tel3advantage but i dont reckon it will work for me because i believe i would still have to pay the 28 cents…can anyone help me?

Buy an international calling card from Costco and use that. You will still be charged minutes from your prepaid cell phone but they would be local minutes. (plus though much per minute the calling card costs for the country you are calling)
