Should you plug the cell phone charger into the phone or wall first?
Does it matter if when charging something like a cell phone or laptop, etc. if you plug the charger into the wall outlet or device first? What about car chargers for cell phones?

It doesn’t really matter. There is an odd chance that you could “shock” the phone if you plug it in to the wall first, but that chance is very, very small.

I never plug anything in the wall that isn’t connected to something else. Plug it into the phone first. It may not make a difference to the phone, but if you forget the charger plugged into the wall and its not plugged into anything else and it stays like that for a long time there’s a chance it can overheat and melt or cause a fire. I have had this happen before (not with a cell phone charger). Usually manufacturer’s chargers are safer because they cut off when the phone is charged or not connected (and most 3rd party chargers don’t which is why they’re cheaper) but I still wouldn’t recommend doing this.
