locating people by cell phone using GPS?

I heard you can locate anyone by searching for their cell phone number on this site using GPS. Tells you were they are. I can’t try it at work because it’s blocked but if someone could try this and let me know if it works I would appreciate it. Sounds cool if it works.!

Yes it works.
Its designed for transportation companies to track their trucks on the road.

Currently all cellular companies have this service buy the best on in the business is NEXTEL XORA. Provided by Sprint/Nextel

To clarify, does the cell phone itself have to be powered on?

Yes. The cell phone has to be on so it can connect to the nearest antenna/satellite so it can be tracked down.
