I have heard that google is coming out with
a cell phone that will be sold by t mobile

u’ve heard right. its the HTC Dream/G1. it will be available with t-mobile in september/october. its by the Google OS which is said to be the BEST ever. here’s some links to the phone:

google map mobile on my cell phone is only able to load map when I am connected to wifi. When it is not connected, it does not load any maps? Should it be able to load map when i don’t have any internet relations and able to show my position by by my built-in GPS on my cell phone?

google map will only work with an active tie to the internet if you dont have a data plot and rely on wifi then it will not bring up to date till your in wifi again.
your gps may be built in .. but it uses the internet tie to bring up to date the information.
if you want to use this properly get yourself a data plot
