Is eBay A Relatively Safe Place to Buy A Replacement Cell Phone?

My friend had her cell phone stolen a few weeks ago.
Of course she contacted the police and her cell provider to suspend her account.
She needs a replacement phone and is long from satisfying her current contract with AT&T.
I am sure there is a plethora of stolen cell phones on eBay.
What I do not know is how they can be reused.
Aren’t the phones serial facts unique and therefore if attempted to activate would be a waste of time?
With that said would eBay be a relatively safe house to buy a used phone that is NOT stolen?
I know if she goes to the AT&T store, they are only going to add insult to injury by “stealing” from her again by charging what IMHO is an overinflated retail price for a replacement.
Any other excellent options as well? Thanks!

make sure you check their feedback and know the sell and try to get as much contact info as possible and no shipping to and from nigeria is what i heard those r huge hot a skin condition for fake buyers n sellers

No you shouldn’t buy from eBay when it comes to that. Often times they are scammers or something in the above.

You are right in believing that some items from confidential individuals are stolen. That’s a reality. Though, they must be properly represented or EBAY can get involved. Read the EBAY term etc.
As for by the phone, in the U.S., the gps will tell you everywhere the phone is if someone uses it. That would mean some corporation would have to care and track it down. I don’t know just how much a corp would want to take $ $ $ away from the stockholders (since that is their main focus) to hunt down the persons phone.
I hope an answerer will tell you how/who to contact to trace the stolen phone.

Make sure you check out the buyer first. If they have a excellent digit of sales, and seem to be an actual company, with nearly 100% positive feedback, it should be ok – people would quickly start picking up on it otherwise.
That should also reduce the chance of her money getting taken and no phone coming in return.
BUT you have to be careful, because the phone can still get stolen in transit – one of mine was stolen by someone at a courier company, most likely so they could sell it on, so there’s more of a risk getting anything from the Internet than there is face to face.

just check that the seller seems to be reasonably legit. and the risk of getting it stolen should be covered by the seller…in general you should be ok, just don’t buy it from any small independant sellers cos they’re more liable to be unreeliable, unless they have really excellent ratings.

almostanywhere if you go to a phone store you will pay huge buks but try ebay they are pretty excellent.

make sure the phone you get on ebay is “unlocked” then you can just switch the sim card in your ancient phone into the new one and continue with your same plot.

If you are by Cingular or T-Mobile now, you can get a prepaid phone honestly cheap (under $ 50, no plot/contract). Check their respective websites. I reckon I have seen a T-Mobile one (Nokia?) advertised for as low as $ 20 at CVS or Walgreen’s. Then you simply insert your SIM card into the new phone. These phones are locked by the provider of course, so if you are with Cingular, you will need to buy a Cingular prepaid phone and ditto with TMO.

You could also try export an unlocked phone on Ebay, which will give you the flexibility of by the phone with any provider.
