Can Military Tap Government Cell Phones without Cause or Notice?
My friend is a full-time National Guard soldier who works for state headquarters. All employees get issued Blackberrys, and they were warned over a year ago that headquarters would be occasionally monitering all text messaging from government phones to ensure that nothing inappropriate was going on with anyone, such as soldier to soldier relationships, etc. They even had GPS on the phones that would track everywhere the soldier was at all times, but recently removed the expensive application due to budgeting. Though, the other day they took everyone’s Blackberrys and did something to it, but they didn’t specify exactly what. Now everytime she makes a phone call, the set alight on the phone is constantly and rapidly blinking red… could they have tapped the cell phones? Is it possible/officially authorized for them to do so without notifying the users? I know about the Patriot Act and all, but I thought even with that the government needs just produce to listen to phone conversations.
Right, I get that you sign away certain rights (I was in the Guard too), I was just curious as to whether it was logical that this would really happen. Pointing out that it would be rediculously expensive makes a lot of sense… I suppose they should be spending their money on better things.

Small answer is that yes, any organization which provides electronic equipment for their employees has the right to monitor or track it.
As to whether they DID that, I’d be very surprised, just because of the cost involved. Thousands of calls to monitor would be horrendously expensive, for small gain. It’s really JUST as liable that they added a scrambling system which prevents outsiders from reading the content of the phone.

When they sign the contract to joining the National Guard and be converted into a soldier they have no rights. Your friend belongs to the government in full for the remainder of the contract

From the officially authorized point if view those phones are “government property” so they can tap them all if they want and they are free to monitor them as they see fit. Also the users were all warned about the monitoring which was not really necessary anyway.
EDIT
Although in theory they can tap and record everything, that doesn’t mean they are doing it, and you have no proof that they are doing so.
If they were really secretly recording I’m sure they wouldn’t let a suspicious “blinking set alight” for everyone to see.

I know it depends on what state you live in!
I live in Michigan and have seiners,and AT&T has a program threw the state of Michigan which offers the phone was paid for,and I payed only $ 14.00 a mounth

No restrictions,but you only get 68 minutes a month. If you want to talk more than that,you have to buy the airtime yourself.
