from my experieces ATT has had greatly lower prices than Verizon, both also have free phones

I found a card called
AT&T SmarTalk Phone Card – $ 10
it says that it cost 1cent per minutes and works with ANY prepaid cell.
I want to know is it really 1cent per minute and does it really work with ANY prepaid cell like
T-Mobile, AT&T, TracPhone, Verizon, Nokia, StraightTalkPhone, GSM phones, and etc?
