Is the upgrade cell phone price the same as the new costumer price?

I have tmobile and i want to know if when im eligible to upgrade in december if the price of a blackberry will be $ 179 instead of $ 409 (which is what they will charge me now) or is it more? I know they say to wait but ive never waited and i dont know if you get a FULL discount for waiting!
