Get a newer digital cell phone and a digital cordless phone.
Analog cell phones and analog cordless phones transmit like fixed radios and this is why someone with a scanner may be able to listen in on your phone calls.
But, digital phones encrypt the signal in a way that someone cannot just listen in with a scanner.

It didn’t really come out but the balloon down in the corner is one of persons Windows XP notifications about how your virus scanner is not up to date. Doesn’t really inspire confidence… hey Newark airport… maybe you should invest in a copy of McAfee.
Which law enforcement agency would we contact to report the illegal use of a Handheld Radio Scanner, to listen to peoples cell and cordless phone conversations?. This man has done this for years and behaves in bazaar ways to let us know it, as if he has something over on public.

You would need to contact the FCC at http://esupport.fcc.gov/complaints.htm . Some info though, scanners can not listen to newer digital cellular phones. The older models, made before 1994, can be modify to receive analog cellular phones. So, your motorola, HTC, iphone, LG, w/e can not be listened to by a scanner. Also, newer cordless phones such as the ones that are 2.4GHz, 5.8GHz, and DECT phones can not be heard with scanners.

It is the FCC you complain to but they, nor any police will judge you. Why?
Modern digital cell phones cannot be overheard by a scanner. The cell phone compresses and sends thousands of tiny packets of information on multiple frequencies.
Your cell phone would have to be analog and at least 12 years ancient to be monitored with a scanner.
Nearly the same with your cordless hooked to your land line.
Not as many frequency changes or packets but still impossible to monitor.
If your cordless is 27 or 47 megahertz then they are ancient enough to be scanned. Persons are usually over 15 years ancient.

my hand held scanner was able to pick up phone conversations,though I may maybe care less for it.
