T-Mobile

I am writing a novel and two characters are discussing this subject.

I need to know if changes in this atmospheric layer can exchange Mobile Phone reception.

Can anyone help? I can’t find any answers on-line that connect the two phenomena.

My thinking is that Cell phone signals are shorter in wavelength than radio waves and that they shouldn’t be unnatural to any fantastic degree.

i don’t reckon so, cell phones receive ground waves, any directly, or after they reflect and bounces from many objects.
even the radiation pattern of radio antennas at the base station has narow vertical beamwidth (about 15 degrees), so no waves will reach the ambiance.
