How do I locate a cell phone number? I need to talk to somebody quick but haven't got their number.?
I don’t own one so in the dark about how a cell phone works and how to call them.

No software is available to general public that can track a cell phone. File a police report and take that FIR to your service provider. They might help you track the SIM, if the stupid is still using your SIM.
