how do dual sim card cell phones work?

i’ve seen a couple of these cell phones for sale on ebay and was just wondering what the purpose of having to sim cards was??? thanx!!!

Sim cards can be moved from cell to cell, it is the brain like the hard drive of a computer People are known to steal and cell Sim cards so be careful
