good unlocked cell phones?

i have a really crappy phone, which im really dissapointed in, because its also a very expensive phone (HTC Tilt). The phone acts up worse every day, and nothing seems to remedy it.
I want to get an unlocked phone. Im looking for something positively cheap and a excellent phone for a person that sends a lot of text and pic messages.
any suggestions?

I was looking on the internet for a new cell phone and I keep seeing public selling groundbreaking new i phones and groundbreaking new HTC evo’s that say they are jailbroken and unlocked .You can use these on any network with a sim card.

What does this mean?

It earnings that you can use them on phones that use Sim’s like T-mobile, Nextel etc.. They has unlocked because if you buy them to use outside of the US they are only telling you that they are already unlocked and ready to use..
