That is so not right. It is not illigal. I don’t know how to do it YET, but I have a cell phone store that is just starting out and we are looking into being able to do this because we are right crosswise from the hardrock. So far, the simplest way to do it is on e-bay. You pay and they e-mail you the code. Cheap and simple.
