Where is the best place to buy cheap cell phones (and plans) in Los Angeles?

I have heard there are bargains to be had in Chinatown. Is this right? If so, everywhere?

You can get cheap cell phones on ebay.
Dunno about the chinatown thing, but verizon has some pretty nice plans.
