You can get the phone you just have to pay for all of it and insert the sim card into it.

just look for an unlocked phone

if alltell takes sim cards then it will be a piece of cake, just check that the MHZ frequencies are compatible with your carrier’s region.

Really if you go into an Alltel retail store and specifically question to upgrade to a Q9C they should work with you on your contract because you are asking for a smart phone and would have to change your rate. A lot of the time they will work with you if you question for a smart phone.
